WASHINGTON, D.C. – This week, U.S. Senator Rand Paul introduced the Stop Arming Terrorists Act (S. 532) to prevent American taxpayers’ money from being used to directly or indirectly support armed militants who are allied with or often working under the command of al-Qaeda, ISIS, or other terrorist groups. The legislation serves as a companion bill to H.R. 608, which Representative Tulsi Gabbard (HI-2) reintroduced in January. 
One of the unintended consequences of nation-building and open-ended intervention is American funds and weapons benefiting those who hate us,” said Dr. Paul. “This legislation will strengthen our foreign policy, enhance our national security, and safeguard our resources.” 
For years, the U.S. government has been supporting armed militant groups working directly with and often under the command of terrorist groups like ISIS and al-Qaeda in their fight to overthrow the Syrian government. Rather than spending trillions of dollars on regime change wars in the Middle East, we should be focused on defeating terrorist groups like ISIS and al-Qaeda, and using our resources to invest in rebuilding our communities here at home,” said Rep. Gabbard. “The fact that American taxpayer dollars are being used to strengthen the very terrorist groups we should be focused on defeating should alarm every Member of Congress and every American. We call on our colleagues and the Administration to join us in passing this legislation.”

  • Makes it illegal for any U.S. federal government funds to be used to provide assistance covered in the bill, including weapons, munitions, weapons platforms, intelligence, logistics, training, and cash, to terrorists.
  • Prohibits the U.S. government from providing such assistance covered in the bill to any nation that has given or continues to give such support to terrorists.
  • Instructs the Director of National Intelligence (DNI) to determine the individuals and groups that should be considered terrorists, for the purposes of this bill, by determining: (a) the individuals and groups that are associated with, affiliated with, adherents to, or cooperating with al-Qaeda, Jabhat Fateh al-Sham, or ISIS; (b) the countries that are providing assistance covered in this bill to those individuals or groups.
  • Anticipates changing conditions by requiring the DNI to work with the Senate Foreign Relations Committee, Armed Services Committee, and Select Committee on Intelligence to review and update the list of prohibited countries and groups every six months.
  • Provides for accountability and transparency by requiring the DNI to brief Congress on its determinations.

Washington, DC—Rep. Tulsi Gabbard (HI-02) introduced the Stop Arming Terrorists Act today. The legislation would prohibit the U.S. government from using American taxpayer dollars to provide funding, weapons, training, and intelligence support to groups like the Levant Front, Fursan al Ha and other allies of Jabhat Fateh al-Sham, al-Qaeda and ISIS, or to countries who are providing direct or indirect support to those same groups.
The legislation is cosponsored by Reps. Peter Welch (D-VT-AL), Barbara Lee (D-CA-13), Dana Rohrabacher (R-CA-48), and Thomas Massie (R-KY-04), and supported by the Progressive Democrats of America (PDA) and the U.S. Peace Council.
Rep. Tulsi Gabbard said, “Under U.S. law it is illegal for any American to provide money or assistance to al-Qaeda, ISIS or other terrorist groups. If you or I gave money, weapons or support to al-Qaeda or ISIS, we would be thrown in jail. Yet the U.S. government has been violating this law for years, quietly supporting allies and partners of al-Qaeda, ISIL, Jabhat Fateh al Sham and other terrorist groups with money, weapons, and intelligence support, in their fight to overthrow the Syrian government.[i]
The CIA has also been funneling weapons and money through Saudi Arabia, Turkey, Qatar and others who provide direct and indirect support to groups like ISIS and al-Qaeda. This support has allowed al-Qaeda and their fellow terrorist organizations to establish strongholds throughout Syria, including in Aleppo.  
A recent New York Times article confirmed that ‘rebel groups’ supported by the U.S. ‘have entered into battlefield alliances with the affiliate of al-Qaeda in Syria, formerly known as al Nusra.’ This alliance has rendered the phrase ‘moderate rebels’ meaningless. Reports confirm that ‘every armed anti-Assad organization unit in those provinces [of Idlib and Aleppo] is engaged in a military structure controlled by [al-Qaeda’s] Nusra militants.’
A recent Wall Street Journal article reported that many rebel groups are ‘doubling down on their alliance’ with al Nusra. Some rebel groups are renewing their alliance, while others, like Nour al-Din al-Zinki, a former CIA-backed group and one of the largest factions in Aleppo are joining for the first time. “The Syria Conquest Front—formerly known as the al-Qaeda-linked Nusra Front—is deeply intermingled with armed opposition groups of all stripes across Syria’s battlefields.” 
The CIA has long been supporting a group called Fursan al Haqq, providing them with salaries, weapons and support, including surface to air missiles.  This group is cooperating with and fighting alongside an al-Qaeda affiliated group trying to overthrow the Syrian government. The LevantFront is another so-called moderate umbrella group of Syrian opposition fighters. Over the past year, the United States has been working with Turkey to give this group intelligence support and other forms of military assistance. This group has joined forces with al-Qaeda’s offshoot group in Syria. 
This madness must end. We must stop arming terrorists. The Government must end this hypocrisy and abide by the same laws that apply to its’ citizens. 
That is why I’ve introduced the Stop Arming Terrorists bill—legislation based on congressional action during the Iran-Contra affair to stop the CIA’s illegal arming of rebels in Nicaragua. It will prohibit any Federal agency from using taxpayer dollars to provide weapons, cash, intelligence, or any support to al-Qaeda, ISIS and other terrorist groups, and it will prohibit the government from funneling money and weapons through other countries who are directly or indirectly supporting terrorists,” concluded Rep. Tulsi Gabbard.
Stephen Kinzer, a senior fellow at the Watson Institute for International Studies at Brown University, and award-winning author and journalist said, “The proposal to stop sending weapons to insurgents in Syria is based on the principle that pouring arms into a war zone only intensifies suffering and makes peace more difficult to achieve. Congress made a decision like this about the Nicaraguan contras during the 1980s. Aid to the contras was cut off by the Boland Amendment. The result was a peace process that finally brought an end to wars not only in Nicaragua, but also in El Salvador and Guatemala. This is the example we should be following. Cutting off arms shipments forces belligerents to negotiate. That is what we achieved in Nicaragua. It should be our goal in Syria as well.”
Donna Smith, Executive Director of Progressive Democrats of America said, "Progressive Democrats of America believes that it is fundamentally wrong for the United States to fund those groups or individuals aligned with al-Qaeda, Jabhat Fateh al-Sham, ISIS, or other terrorist/extremist organizations.  The 'Stop Arming Terrorists' bill authored by Rep. Tulsi Gabbard, of Hawaii's 2nd Congressional District, would help bring an end to the human tragedy unfolding in Syria where the haunting eyes of the innocent children of Aleppo call on us all to stop supporting those who threaten and kill them with ferocious intention. War is war, and terrorism is terrorism whether waged by the state or from external forces. PDA supports this measure."
Alfred Marder, President of the U.S. Peace Council said, “The U.S. Peace Council is honored to endorse and support the ‘Stop Arming Terrorists Bill’ as a major contribution to peace. This legislation will serve to galvanize the anti-war movement and the opposition to regime change policies that characterize our present foreign policy.”
Background: The Stop Arming Terrorists bill prohibits U.S. government funds from being used to support al-Qaeda, ISIS or other terrorist groups. In the same way that Congress passed the Boland Amendment to prohibit the funding and support to CIA backed-Nicaraguan Contras during the 1980’s, this bill would stop CIA or other Federal government activities in places like Syria by ensuring U.S. funds are not used to support al-Qaeda, Jabhat Fateh al-Sham, ISIS, or other terrorist groups working with them. It would also prohibit the Federal government from funding assistance to countries that are directly or indirectly supporting those terrorist groups. The bill achieves this by:
  1. Making it illegal for any U.S. Federal government funds to be used to provide assistance covered in this bill to terrorists. The assistance covered includes weapons, munitions, weapons platforms, intelligence, logistics, training, and cash.
  2. Making it illegal for the U.S. government to provide assistance covered in the bill to any nation that has given or continues to give such assistance to terrorists.
  3. Requiring the Director of National Intelligence (DNI) to determine the individual and groups that should be considered terrorists, for the purposes of this bill, by determining: (a) the individuals and groups that are associated with, affiliated with, adherents to or cooperating with al-Qaeda, Jabhat Fateh al-Sham, or ISIS; (b) the countries that are providing assistance covered in this bill to those individuals or groups.
  4. Requiring the DNI to review and update the list of countries and groups to which assistance is prohibited every six months, in consultation with the House Foreign Affairs and Armed Services Committees, as well as the House Permanent Select Committee on Intelligence.
  5. Requiring the DNI to brief Congress on the determinations.

Of course, modern politicians and their Keynesian enablers despise the gold or silver standard. This is because linking a currency to a precious metal limits the ability of central banks to finance the growth of the welfare-warfare state via the inflation tax. This forces politicians to finance big government much more with direct means of taxation.

Despite the hostility toward gold from modern politicians, gold played a role in US monetary policy for sixty years after the creation of the Federal Reserve. Then, in 1971, as concerns over the US government’s increasing deficits led many foreign governments to convert their holdings of US dollars to gold, President Nixon closed the gold window, creating America’s first purely fiat currency.
America’s 46-year experiment in fiat currency has gone exactly as followers of the Austrian school predicted: a continuing decline in the dollar’s purchasing power accompanied by a decline in the standard of living of middle- and working-class Americans, a series of Federal Reserve-created booms followed by increasingly severe busts, and an explosive growth in government spending. Federal Reserve policies are also behind much of the increase in income inequality.

Since the 2008 Fed-created economic meltdown, more Americans have become aware of the Federal Reserve's responsibility for America's economic problems. This growing anti-Fed sentiment is one of the key factors behind the liberty movement’s growth and represents the most serious challenge to the Fed's legitimacy in its history. This movement has made “Audit the Fed” into a major national issue that is now closer than ever to being signed into law.

Audit the Fed is not the only focus of the growing anti-Fed movement. For example, this Wednesday the Arizona Senate Finance and Rules Committees will consider legislation (HB 2014) officially defining gold, silver, and other precious metals as legal tender. The bill also exempts transactions in precious metals from state capital gains taxes, thus ensuring that people are not punished by the taxman for rejecting Federal Reserve notes in favor of gold or silver. Since inflation increases the value of precious metals, these taxes give the government one more way to profit from the Federal Reserve’s currency debasement.

HB 2014 is a very important and timely piece of legislation. The Federal Reserve’s failure to reignite the economy with record-low interest rates since the last crash is a sign that we may soon see the dollar’s collapse. It is therefore imperative that the law protect people’s right to use alternatives to what may soon be virtually worthless Federal Reserve notes.

Passage of HB 2014 would also send a message to Congress and the Trump administration that the anti-Fed movement is growing in influence. Thus, passage of this bill will not just strengthen movements in other states to pass similar legislation; it will also help build support for the Audit the Fed bill and legislation repealing federal legal tender laws.

This Wednesday I will be in Arizona to help rally support for HB 2014, speaking on behalf of the bill before the Arizona Senate Finance Committee at 9:00 a.m. I will also be speaking at a rally at noon at the Arizona state capitol. I hope every supporter of sound money in the Phoenix area joins me to show their support for ending the Fed’s money monopoly. End quote

U.S. Senator Paul: Quote I woke up this morning determined to do something about what was going on around me. Leaders are plotting in secret. Telling us the Obamacare Repeal bill would be "take it or leave it" and I could just sit down and be quiet.

I don't think so.

Media reports indicated the bill was under lock and key in a secret location in Congress.

So I went in search of the bill to make a copy for the American people to read.

I'll tell you more of the story in a minute, but let me tell you -- if we don't act today, we are going to be sold out.

We MUST stand up and fight for -- DEMAND -- full repeal.

But that's not what the House leaders are working on, and they want that to be a secret.

They're trying to hide their "Obamacare Lite" bill -- they even had Police standing outside the door

I wanted to expose them today, and I did.

The story exploded across social media, cable news, and talk radio.

But so far today, I was still told -- NO.  Neither the American people nor I can see the bill.

I guess we have to pass it to see what's in it? Where have I heard that before?

It is unacceptable.  So let's let these "leaders" know what we think of it.


I'm going to keep leading this fight, no matter who I make mad.  Will you join me?


Military and Spending, It’s Trump Versus Trump

By: RON PAUL – Quote It can be a challenge to follow the pronouncements of President Trump, as he often seems to change his position on any number of items from week to week, or from day to day, or even from minute to minute. Consider his speech last week at the Conservative Political Action Conference (CPAC). It was reported as “fiery” and “blistering,” but it was also full of contradictions.

In the speech, President Trump correctly pointed out that the last 15 years of US military action in the Middle East has been an almost incomprehensible waste of money – six trillion dollars, he said – and that after all that US war and meddling the region was actually in worse shape than before we started. 

It would have been better for US Presidents to have spent the last 15 years at the beach than to have pursued its Middle East war policy, he added, stating that the US infrastructure could have been rebuilt several times over with the money wasted on such militarism.

All good points from the President.

But then minutes later in the same speech he seemed to forget what he just said about wasting money on militarism. He promised he would be “upgrading all of our military, all of our military, offensive, defensive, everything,” in what would be “one of the greatest military buildups in American history.”

This “greatest” military buildup is in addition to the trillions he plans on spending to make sure the US nuclear arsenal is at the "top of the pack" in the world, as he told the press last Thursday. And that is in addition to the trillion dollar nuclear “modernization” program that is carrying over from the Obama Administration. 

Of course when it comes to nuclear weapons, the United States already is at the “top of the pack,” having nearly 7,000 nuclear warheads. How many times do we need to be able to blow up the world?

At CPAC, President Trump is worried about needlessly spending money on military misadventures, but then in the same speech he promised even more military misadventures in the Middle East.

Where is the money going to come from for all this? Is the President going to raise taxes to pay for it? Is he going to make massive cuts in domestic spending?

In the same CPAC speech, President Trump reiterated his vow to “massively lower taxes on the middle class, reduce taxes on American business, and make our tax code more simple and much more fair for everyone.” And that’s all good. So it’s not coming from there.

Will he cut domestic spending? The President has indicated that he also wants a massive infrastructure modernization program launched in the near future. The plan will likely cost far in excess of the trillion dollars the President has suggested.

That leaves only one solution: printing money out of thin air. It has been the favorite trick of his predecessors. While he correctly condemns the $20 trillion national debt passed down from previous Administrations, his policies promise to add to that number in a massive way. Printing money out of thin air destroys the currency, hastening a US economic collapse and placing a very cruel tax on the working and middle classes as well.

Following the President’s constantly changing policies can make you dizzy. That’s a shame because the solution is very simple: end the US military empire overseas, cut taxes and regulations at home, end the welfare magnet for illegal immigration, and end the drug war. And then get out of the way.
